From the Introduction: The Mayor, the City Commissioners and the City Plan Commission have prepared a Master Plan. It is the function of a comprehensive Master Plan to define the long-range goals of the City and to serve as a practical guide toward attaining these goals. The Master Plan is based on various surveys of existing conditions presented in the Preliminary Comprehensive Plan as well as in this report. The plan itself consists of the following major elements: Plans and Recommendations (Land Use Plan, Community Facilities Plan, Circulation Plan, Neighborhood Plan, Urban Renewal Plan, Central Business District Plan), Capital Improvements Program, and Regulatory Codes.
